It is the time that our honourable CMD MVNair conducts introspection and justifies the actions of various DGMs and GMs who transferred whimsically a lot of officers to other states on the excuse of non-performance. I especially mention the case of DGM Jharkhand and the then GM of Kolkata who practically transferred all Non Orriyas to other states, some officers to Bangladesh Border i.e. to Tripura state, some to Gangtok, some others to West Bengal or UP or MP or Maharashtra. The DGM and the then GM satisfied their ego by disturbing the family life of officers who did not flatter him and who did not belong to a particular caste lobby. It is worthwhile to mention here that officers of West Bengal, Tripura,Karnataka, Tamilnadu ,Maharashtra are seldom transferred to remote states as those of states like Jharkhand, Bihar, Orrissa and UP

Our beloved and renowned CMD should now see whether there is any improvement or further deterioration in the value of assets during last three years in those branches wherefrom some special type of officers were transferred by biased DGM on the excuse of non performance (surrounded by some different type officer’s lobby) two years ago?

I do not want to enlighten the complicate the matter, which may violate bank’s secrecy policy or which may further hurt the ego of person sitting in top echelon.. Management has every tools in its almirah to look into each credit account of big and old branches and ascertain whether so called non performers had improved the health of Bank’s asset or their successor or their predecessor have/ had done better for the bank which resulted in their promotion and rejection of so called non performers in the same promotion process and their posting at the most remotest and the most critical branch.

If CMD hesitates to touch his corruption ridden General Managers AGM, DGM till their retirement, other competent authorities may be ordered to peep into the matter and try to precipitate the reality and truth of banking administration and Human Resource Management.

CMD should justify his action of picking management executives from MBA college campuses at packages higher than those of employees of the same bank who have served for more than two or three decades.

I hope bank will justify the action of promoting young officers at the cost of senior, experienced and devoted officers. Young officers may humiliate senior officers and give some transitory vale to the ban but in the long run such unethical and unconstitutional practices may spoil the bank.

CMD should tell the people of India whether there was actual cash recovery in bad accounts or manipulation in the system to hide bad accounts which portrayed better picture of some officers who got preferred promotion and posting.

Whether government deposit mobilized by an executive may turn bad assets into good asset and thus help bank in enhancing the intrinsic value of the bank? If hundred crores of deposit is distributed among ten flatter branch managers, it is sure that these ten persons will be treated as performer and others as non performer.

It has to be ascertained whether so called good officers have added bad assets in the name of achievement of credit delivery target. It has to be seen why finance made by star performers become bad in a year or two. Why executives responsible for irregularities are exonerated and juniors are punished, why wrong doers are promoted and person on the spot is made scapegoat.

And so on…………………..

Lastly I agree with the idea of CMD of punishing non-performers. But it has to be ascertained by the system whether the non- performance is due to lack of motivation by his boss or by virtue of his posting at a critical branch or it is lack of will of the officer to perform or lack of knowledge.

In case of lack of knowledge management may impart the best training to him to convert him performer. Otherwise it proves the failure of training system.

In case the boss is lacking motivating skill the boss may be given a lesson to improve. When a boss cannot motivate a few BMs, how can a BM may be expected to manage the branch where staff as well as customers have to be motivated.

In case the non-performance is due to adversities attached with the branch or due to environmental impediments in the path of performance, the officer shouldering the load of such branch should rather be awarded.

In case there are non willed officer, transfer to some other place may appear justified, but not without giving him an opportunity to improve. Management has right to force such officers to retire or should have a provision for VRS for such unwilled and unskilled non performers.

It is always to be kept in mind that a person is not always bad. It rather depends on the perception of his assessor who may be caste biased, region biased or there may be some hidden greed of money or gift or flattery in the mind of assessor which forces him to be biased against any officer even if he is devoted performer.

Best tool available in the almirah of Human Resource Development Department should be applied on case-to-case basis. Otherwise there is every possibility that an executive sitting at the top of affairs uses his whims even at the cost of intrinsic value of the bank.

Real success of the management lies in not only transferring an officer to remote place but in making efforts for value addition in an officer and thus in bank. It is always told for branch head to be tactful in handling junior staff in the branch. Real success of a Branch Manager lies in taking work from available staff . Similarly it is expected from Regional head to apply prudence and wisdom in dealing with Branch head shedding personal ego. Everyone in the bank knows how officers under work pressure and in want of enough manpower are constrained to bypass rule to achieve the target under various parameter, it may be credit delivery, opening of accounts, deposit mobilization, monitoring of advances or recovery under NPA accounts.

Despite all if management is really interested to give value to merit and merit only, same team of officers sitting at head office should judge the performance of all officers and there should be no room left for regional heads to apply their mind in whimsical manner and there should be no room for Interview in promotion processes. It is bitter truth that delegated power vested in different persons cannot be utilized by different person in similar manner ant in desired and expected manner. Under CBS system management can assess the performance of all officers sitting in office at Mumbai and in this path there will be minimum use of whims. Management can save lot of expenses incurred in conducting promotion processes and ensure reign of justice.

David Headley

David Headley will not be sentenced to death but limited to life imprisonment. Media men in India are shouting against USA on this matter and loudly expressing doubt over integrity of America. They are putting stress on various points such as America has ditched India, America is playing dual game, even after proving of charges and admission of guilt by Headley USA has not sentenced him to death, USA is not ready for extradition of Headley to India, America executes plan to kill Osama and Saddam who perpetuated terror against Americans but not ready to do the same for a person who was involved fully in horrendous terror attack on 26/11 in Mumbai and so on....

Some leaders of opposition parties are also endorsing the opinion of media men who are loudly blaming USA in Headley matter
.
As far as extradition of Headley is concerned, India government has got no right to ask for extradition as long as Indian government files a valid case against him and make Headley a party in terror plot on 26/11 attack in Mumbai.

Secondly India was not able to trap David Headley. Indian investigating teams who were entrusted the task of catching the culprits behind Mumbai terror attack failed to do their job properly, efficiently, effectively and adequately inspite of lapse of more than two years. They submitted a list of alleged plotters and perpetuators of terrorism and closed the task of investigation an interrogation.

When America caught Headley and revealed the story of involvement of Headley in Mumbai terror attack, India added a new dimension to the matter and concentrated on Headley and making follow up with USA authorities. India did not hesitate to stop follow up with Pakistan with same seriousness as it was a year ago. Rather Indian government diluted the gravity of the matter when Indian government begged dialogue with Pakistan though the same UPA government had promised not to have dialogue with Pakistan as long as they punish and extradite the alleged terrorists to India.

Thirdly India wants America to do its job of trapping and punishing terrorists .Indian government has not hanged Afzal guru even though Apex court awarded death sentence to him long ago. Indian government has failed to award death sentence to Kasab who was caught red handed committing terror attack and whose involvement is crystal clear to all. On what ground media people aspire and claim that America should hang Headley or extradite him to India is a big question which media people should answer and not spoil much time on such sensitive issues. I strongly condemn media people who try to expose the details of investigation while it is in process of finding the truth.

Fourthly, it is American court and American government which succeeded in their investigation and awarding of punishment to culprit in such a short time. Even now they expect to further unravel the story of other terrorists as also that of Pakistan who were indulged in Mumbai attack. India should rather be obliged to USA that they have caught the real culprit Headley and helped our country to redesign the charge sheet .It is the American’s efforts on Headley that falsified the theory of Pakistan and proved involvement of Pakistan in terrorism.

It astonishes that for years together Headley lived in India, traveled to Pakistan and other countries but none could notice his activities and doubt his integrity. It is because officers and politicians in India can be bought by bribe and Headley like criminals can approach any office if he is ready to pay bribe, offer gifts and indulged in flattery to top officials and politicians. Even investigating teams and Inquiry committees can be persuaded and purchased to alter their findings and submit diluted report. It is very easy for criminals to commit crime in India and get rid of punishment. Rather criminals also manage entry in Parliament and state assemblies to play the role of Vibhishan.

Finally it is also a fact that America is still in continuous touch with Indian authorities on the matter related to terrorism and expressed readiness to allow interrogation of Headley by Indian officers through video conferencing.

As such there is no justification in pointing out accusing fingers towards America by media men or opposition party leaders.

Need of the hour is to introspect and find out the faults of Indian government, Indian judiciary and Indian administrative system.

Why do we always fail to trap the culprit and nip in the bud? UPA government scrapped POTA only because it was framed by its rival party saying that there were enough laws to trap the culprit and punish the culprits. But unfortunately UPA government failed completely to prove what they told .while removing POTA.

Yesterday cabinet passed Anti Hijacking bill which enables death sentence to hijackers. One hijacking took place in 60 years of freedom and Indian government was constrained to surrender and bargain with hijackers and ultimately free already caught terrorists. How can Indian government dream of awarding death sentence to such hijackers who are beyond their capacity to trap them? When Indian system is unable to stop domestic terrorism spreading in entire country in the name of Naxalism, one cannot imagine of the system catching hijackers and awarding death sentence to hijackers.

On the contrary hundreds of terror attacks and Naxal attacks have taken place in India during last three decades and there is no death penalty for those who commit such dreadful, devilous and destructive attacks. Indian government could not even prove their charges against any terrorists or naxalites and their involvement in such an effective way that Indian court could award death sentence or life imprisonment. So far as I know , none of cases against terrorists have reach its logical conclusion during last three decades. Yes there much Hallah-bullah against Sadhwi Pragya in Malegaon blast case because the case was used as a weapon to kill the rival party known as BJP. Obviously passing of such bill as Anti Hijacking Bill is nothing but a cruel joke with Indians who expect effective laws, assertive will and expeditious execution of plans to deal with terrorism.

I however admire Home Minister Mr. P Chidambaram who is doing his best to fight against terrorists and naxalites and he has also succeeded in trapping a few terrorists before they could commit and cause loss to Indians during last one year of his assignment. He has undoubtedly succeeded in controlling and reducing the terror incidents. His stand on Headley and his views on role of America in Headley case are to the point and correct as of now.

Quota is life line for survival

It is reported in all newspaper and TV channels that India has eventually made history by passing Woman’s reservation Bill in Rajya Sabha on 9th of March 2010 despite unprecedented protest lodged by Lalu Yadav of Rashtriya Janta Dal, Mulayam Singh Yadav Samajwadi Party and Sharad Yadav,Janta Dal (U) and their party members in the Parliament against the content of the bill . UPA government led by Congress Party placed the bill in the Parliament and they got active support from even opposition parties like BJP, CPM, and many other regional parties and hence the bill could be passed by historic majority despite so many controversies involved with the introduction of 33% quota for woman in the Parliament and state assemblies. Throughout the country an image is being created by national parties like Congress party , BJP and CPM as if 33% quota for woman will empower woman of the country and change the fate of the country Almost entire media is celebrating passing of the bill as if quota for woman is the panacea for all diseases India is suffering.

This is worthwhile to mention here that even Constitution makers of India had thought it fit and wise to reserve certain seats for SC and ST for a limited period of ten years.Vetern political leaders and social activists who had played an active role in freedom struggle and got India’s Independence had in mind that people of these caste and tribes were very backward and hence their elected representative if reaches in Parliament and assemblies, they could give focused attention on the issues of SC and ST and people of these group will be brought in mainstream in ten years.

Unfortunately their dream could not come true despite the quota for SC and ST continuing for last 60 years. It is pity that despite their representatives in Top posts in the country and in various states, no improvement in their pathetic position has taken place during last sixty years although crores and crores of rupees is spent every year by all governments in different name for the upliftment of downtrodden class and Dalit class of the society. There is no doubt in it that the so called representative of SC and ST left no stone unturned to make their own life golden in the name of welfare of dalit people .Political messiah of dalit group made all efforts to accumulate maximum wealth for their own families at the cost of backward people of the society for which they were given the benefit of reservation in Parliament and state assemblies.

It is also bitter truth that political parties who claim to be messiah of SC and ST used them as vote bank and enjoyed the fruits of power but failed completely to mitigate the agony of people of these backward caste, shattered the dreams of Constitutional makers who provided quota for SC and ST for ten years

Rather poverty and backwardness increased year after year and V P Singh government in eighties passed an act providing additional quota for Other backward Castes (OBC) to the extent of 27% in addition to 22.5 % existing for SC and ST, Not only this, during last two decades of implementation of OBC quota numerous demands from numerous other caste groups in various states have been raised demanding separate quote for them. Political parties like RJD, SP, BSP, CPM,BSP who from to time shed crocodile tears for Muslims have raised demand for separate quota for Muslim community too. It is not that these parties are well wisher of Muslims but they firmly believe that Muslim votes are casted in block and if they succeed in garnering the support of Muslims, their victory in various elections in numerous constituencies will be guaranteed.

It is proved by sixty years of experience of quota that Indian politicians have used the quota for personal gain but the fate of really backward people have not changed. Majority of people of these caste groups as also of that of general caste are still constrained to lead a life almost like a beggar and they have not tasted the fruits of progress made by India on different fronts. India may become super power in the world or economic growth of the country may not be effected by global recession, but the standard of living of majority of Indians constituting at least 70 % of population is still very poor and their poverty is increasing year after year. I am unable to understand why our political leaders do not take lessons form the past mistakes and become ready to change the system which failed to improve the status of SC, ST, OBC inspite of quota fixed for them in all jobs and education institutes and despite billions of rupees spent for their development during last six decades.

It is known to all that Indian male politicians who dominate the society and who hold all valuable and powerful posts in the country could not reduce poverty, corruption and unemployment in the country but they definitely became rich and growing richer year after year. I do not hesitate to say that Quota for woman as provided in the Woman’s reservation bill is not going to bring about any change neither in the status of woman nor in the society or in the country as long as politicians do not change their mind set .Most of Indian woman who are confined in their homes, do not have administrative or political exposures and are constrained to lead a life of housewife.

Though there has been considerable improvement in education level of woman compared to man during last few decades, women in India by virtue of Indian culture are still next to their husband or male guardians in their families and they get mental satisfaction only after taking concurrence from their husband or male guardians. It is also possible many times that their decisions are overpowered by male guardian. Willingly or unwillingly this Indian culture is the maker of India and has played significant role in making India greater and greater in the world so far as the peace and stability of family life is concerned. In our country cases of divorce is not much as it is in other western Nations. We Indians have given woman a more dignified position in the society and give them more value and more love than foreigner give woman in their country and it is also true that woman extend their wholehearted support to their male willingly. This Indian culture helps in maintaining of social peace to a great extent. It is to be kept in mind that even nature has built woman that they to remain below the man to achieve the goal of maximum love. As such quota for woman is not going to make much difference and at least not as much as claimed loudly by political and media pundits.

I do not like to throw much light on status of woman in other countries but I firmly believe that woman in India are already empowered by dint of Indian culture. Proposed quota for women will not improve their status in any way; rather disturb peace in the society, create awkward scene in state assemblies and Indian Parliament until we nourish them and make them political fit to run the country. I do not mean to say here that there is paucity of able woman in the country but I apprehend that political pundits will utilize the proposed quota to introduce their wife, daughter in state assemblies and Parliament as they have been doing since Independence.

In our country Rabri Devi can be made Chief Minister of state not because she was an able lady but because she was wife of a dethroned corrupt Chief Minister and her husband Lalu Yadav. Even now most of woman representatives in the parliament or in state assemblies are belonging to families of powerful political male leaders.

Of course we have seen excellent woman leaders like Indira Gandhi and we have now leaders like Sushma Swaraj, Renuka Choudhury, Mayawati, Mamta Banerjee and so on. But these woman leaders have spent several years in politics and have acquired dignified status. After introduction of quota political parties will be forced either to give tickets to even incompetent and inexperienced woman candidates or else they will prefer their own wife or daughters in their area of operation. . As a result Parliament and state assemblies will be filled by woman of lesser capacity to participate in debate and discussion. Already we have seen during last few decades sharp fall and continuous fall in hours spent in debate and discussion in Parliament and state assemblies .There is no doubt that presence of incapable representatives, woman or man in such Hall of fame will make the debate a remote possibility, rather it will become a place of saying Ayes and Noes only.

It would have been better to make it mandatory for all political parties to have 40 to 50% as female members in their party and they are forced to increase number of tickets allotted to woman by five to ten percent in every election till they achieve the target of 33% . In this way they have the liberty to select capable woman from places where they are available and they will get time to prepare and nurture other woman candidate in other residual areas. In the days to come, government will have to give reservation for woman in job and educational institutes too. More and more woman IAS and IPS officers, woman armed forces, woman police forces, body guards and commandos will be needed to protect and support woman representatives in achieving the goal envisaged in Woman Quota Bill. Empowerment of woman cannot take place overnight by introduction of magic stick of quota. It is possible only in gradual manner with relentless effort in this direction to change the traditional mindset of Indian woman,

Quota of SC ST or OBC has created more chaos, caste conflict and confusion in the society. More and more claims for quota from different corners will arise including that from Muslims. There is no end to greed of getting easy money and easy power. Quota could not improve the benefited groups in the past and will not help the backward in future until wholehearted and sincere efforts are made to create merit in poor, backward and downtrodden class of our country uniformly and devotedly. With the help of Quota political pundits may prosper but not the real poor people.

It is undeniably true that Indian woman are preferred class and not discriminated class as alleged by advocates of woman quota. If we exclude negligible instances of torture against woman I think woman are already empowered class in Indian society. If protagonists of woman quota are of the view that mere existence of larger number of woman in legislative bodies or placing of woman on top post will cure the ailing system or help in welfare of woman, I think they are mistaken.

India has seen experienced female Prime Minister Indira Gandhi for 17 years and it is true that during her tenure also extraordinary measure were not taken for woman’s welfare and neither woman of India felt elevated in society merely by having a female PM or female President of India. Even now the state of UP is having female Chief Minister called as Mayawati and everyone in UP understands that she takes care of only her statue, her name , her park, her share in bribe , her caste and her image . Can anyone claim that during the tenure of Mayawati as Chief Minister there is any improvement of status of woman or there is any fall in instances of torture against woman?

We have several women’s colleges headed by woman Principal. Have they exhibited any charismatic result, at least better than their male counterpart? There are several police station manned by female candidates only, but lodgment of FIR is a rare phenomenon there too. There are numerous girls school and the level of study there is not invariably better than that male schools. What I mean to precipitate here that it is not a man or woman as a class which is good or bad. It is the quality of the person which is of much importance. There are several instances of woman making history in good work and similarly there are instances of failure of woman as head of any department in the same way as their counterpart man fails.

Lastly it is not the empowerment of SC or ST or OBC or Muslim or Woman which is of value, the real achievement and prosperity lies in the empowerment of the country and of all citizens of the country. Even our most respected Constitution has advised and envisaged in its religious chapters not to discriminate person on the basis of caste, community, region, religion or gender. It is painful that one after other discriminatory bills have been proposed and enacted by so called protectors of Constitution during last 60 years of freedom even sometimes going against the ruling of Supreme Court just to serve their political vested interest.

Can CMD like MVNair ensure long lasting good health of the bank with the help of bad General Managers? Can Mr Nair portray attractive balance sheet without window dressing when his most of General Managers are corrupt, charge sheeted or facing CBI inquiry.

When General Managers are not of sound mind and spotless integrity, can they expect their juniors to be clean and loyal to bank? When executive holding top posts are not honest and loyal to the bank, honest and efficient junior officers in the field cannot dream of getting promotion and good posting.

This is a bank where promotions take place completely on the whims of Interviewer.. Officers who do not toe the line of bosses are posted at critical places. Charge sheeted officers, General Managers DGMs in Mumbai or in any Metro are not transferred out of their home town. But officers belonging to other states who are not having any God father at Administrative offices are posted at such branches which were spoilt by flatter and corrupt officers and who left no stone unturned to keep boss happy through gifting of costly and precious items.

After all who can stop this unhealthy culture prevailing in a bank when person sitting at the helm of affairs are corrupt and shielded by God father in Banking Division in Delhi or RBI or Ministry of Finance. There are many Satyam like Raju in all banks. It is a matter of time when real exposure of these mischievous persons takes place. Yes it is true that by the time their exposure takes place career of many good persons will be spoilt ,ruined and raped
